Energy Fuels Secures $725 Million Conditional Loan from US Department of War for Rare Earth Plant Expansion

Energy Fuels has received a conditional $725 million loan commitment from the US Department of War to expand domestic rare earth processing and build a rare earth separation and metallization facility. This financing aims to bolster US supply chains and reduce reliance on imports, particularly from China.

Energy Fuels Inc. has secured a conditional $725 million loan commitment from the U.S. Department of War’s Office of Strategic Capital to support the expansion of domestic rare earth processing capabilities. Announced on June 18, 2026, this financing is intended to fund the development of a state-of-the-art rare earth separation and metallization facility in the United States, strengthening the country’s supply chains for critical materials while reducing dependence on foreign sources.

Energy Fuels, historically a uranium producer, currently operates a uranium processing facility and a rare earth oxide separation facility at its White Mesa Mill in Utah. The new loan would support significant expansion at the White Mesa Mill as well as the construction of a new rare earth metals and alloy production plant. The project focuses on advancing midstream processing stages that convert rare earth elements into inputs essential for manufacturing permanent magnets and other specialized industrial and defense products.

According to information from the Department of War, the 20-year loan commitment is conditional, requiring Energy Fuels to complete customary financial, legal, technical, and regulatory due diligence before closing. The loan is part of a broader effort by the U.S. government to secure resilient, domestic supply chains for rare earth elements’ materials essential for everything from electric vehicles and wind turbines to military technology.

Rare earth separation and metallization are technical processes that transform raw or partially processed rare earth materials into high-purity elements and alloys. These are critical inputs for permanent magnet manufacturing, which in turn supports industries like defense, advanced manufacturing, and clean energy technologies.

The agreement reflects increasing governmental attention to the strategic importance of rare earths. Most global supply chains for these materials are currently dominated by foreign sources, particularly China. By supporting Energy Fuels’ expansion, the U.S. aims to build more robust and secure domestic production capacity, which could enhance industrial competitiveness, supply chain resilience, and national security.

Industry experts note that this conditional loan, combined with additional private investment, could position Energy Fuels as a key midstream supplier in the U.S. rare earth materials market. It also highlights government priorities to stimulate domestic production of critical minerals, infrastructure investment, and advanced manufacturing capacity.

Energy Fuels has said it plans to use proceeds from the loan to fund project development, processing capacity increases, supply chain integration, and working capital to accelerate its rare earth and critical materials initiatives.

If finalized, this financial commitment would mark an important step toward enhancing America’s strategic mineral independence and supporting the industrial base that underpins clean energy transitions and defense manufacturing.
