Volvo Construction Equipment has announced a significant $40 million investment to expand its operations at its manufacturing plant in Shippensburg, Pennsylvania. This move reflects Volvo CE9s ongoing commitment to strengthening its North American production footprint and enhancing its ability to supply construction equipment to regional markets.
The Shippensburg facility, which has been a key site for Volvo CE since 1974 and now serves as the company’s North American headquarters, will undergo extensive upgrades, including reconfiguration into three flexible production lines. The expansion will enable the plant to produce 11 additional models, including American-built excavators and larger wheel loaders, critical product lines for the company’s growth strategy.
With these improvements, more than 50 percent of Volvo CE9s North American machine supply is expected to be produced at the Shippensburg plant. This localization of production aims to reduce customer lead times by more than six weeks, improving responsiveness to market demand and minimizing supply chain disruptions.
The upgrade includes increased automation, enhanced processes, and a more efficient use of factory space, supporting higher production flexibility and output. Since acquiring the facility in 2007, Volvo CE has invested more than $1.4 billion in Shippensburg, underscoring the site’s strategic importance within the company’s global manufacturing network.
Currently employing over 650 workers, the Shippensburg plant plays a significant role in the local economy and workforce. The expansion is expected to support supplier growth in the region and contribute to maintaining a resilient and competitive manufacturing base in the United States.
